§ 10.12.010. Registration.

  • A.

    Registration Required. No person shall ride or use a bicycle upon any public street, highway, alley or park in the city unless the same shall have been licensed and registered as provided in this chapter. All operations of bicycles shall be subject to all the rules listed on the reverse side of the registration card.

    B.

    Every owner of a bicycle shall list and register with the chief of police his name and address, the name of the manufacturer of the bicycle, its number, style and general description.

    C.

    Upon registration as specified above, the chief of police, or police officer, shall affix to the frame of the bicycle a mylar sticker which displays a registration number identifying the owner of the bicycle. This identifying sticker represents a one-time registration which is valid as long as the owner has possession of the bicycle. If the bicycle is transferred to another person, the new owner shall register it with the police department and will be issued a new identification sticker.

    D.

    The fee for the registration and identification sticker shall be five dollars ($5.00).

    E.

    Subject to this Chapter. Every person riding a bicycle upon the highways or streets in the city shall have all of the rights and be subject to all the duties of the operator of a vehicle under this chapter except those provisions which by their nature can have no application.

    F.

    Restrictions on Sidewalks.

    1.

    No bicyclist above the age of eleven (11) years shall ride on any sidewalk within the City of Juneau. Exceptions are persons delivering newspapers or with disabilities that could cause danger to themselves or others if allowed to ride on the street.

    2.

    No bicycle or play vehicle as described by Section 340.01(43m), Wisconsin Statutes, shall be used on the following sidewalks:

    a.

    East side of S. Main from Oak Street to Oak Grove Street;

    b.

    East side of North Main from Oak Street to East Center Street;

    c.

    East Center Street to Miller Street;

    d.

    Miller Street;

    e.

    Oak Street from Main Street to Fair Street;

    f.

    Fair Street from Oak Street to the alley way.

    3.

    No person shall rollerskate, rollerblade or operate a skateboard on the sidewalk located in the downtown business district which would consist of the following streets:

    a.

    East side of S. Main Street from Oak Street to Oak Grove Street;

    b.

    East side of N. Main Street from Oak Street to E. Center Street;

    c.

    E. Center Street to Miller Street;

    d.

    Miller Street;

    e.

    Oak Street from Main Street to Fair Street;

    f.

    Fair Street from Oak Street to the alley way;

    g.

    No person shall rollerblade, rollerskate or skateboard on any state highway or city street in the city.

    G.

    Motorized Scooters.

    1.

    Except as provided in subsection (G)(2) of this section, no person shall operate a motorized scooter on any city sidewalk, highway or bike lane. A motorized scooter is any wheeled device upon which a person may ride powered by an electric motor or internal combustion engine which does not meet the requirements of State Statutes for equipment of vehicles under Chapter 347, Wisconsin Statutes, or is not required to be registered under Chapter 341, Wisconsin Statutes.

    Motorized scooters may be operated on private property or private roads and driveways only. State Admin. Code Trans. 305.065(3); 49 CFR 567.4(g)(5); Section 346.78, Wisconsin Statutes.

    2.

    The section shall not apply to the following when operating on a city sidewalk or when crossing a street at a crosswalk as defined under State Statutes:

    a.

    Toy scooters, play vehicles including but not limited to coasters, skateboards, rollerskates, sleds, toboggans, unicycles, or any other toy vehicle upon which a person may ride, except in-line skates, or motorized toy vehicles designed as children's toys, motorized wheelchairs, or similar devices designed for elderly, handicapped or disabled person.

    H.

    1.

    Except as provided in (H)(2), skateboards, rollerblades, rollerskates and inline skates may not be used on city park equipment, tables or benches, or under any park shelters, but may be used on paved city park parking lots.

    2.

    Skateboards may be used in premises specifically designated by the city for skateboard use.
