§ 12.08.095. Grass clippings.

No property owner or occupant required to mow grass shall permit grass trimmings resulting from mowing of lawns or tree borders to be deposited onto the travelable portion of any street, public alley or public parking lot. The presence of grass trimmings for a period in excess of two hours upon the public property shall be conclusive evidence of the depositor's intent not to remove them.
