§ 13.12.020. The keeping of garbage and refuse.

  • A.

    All garbage not disposed of by use of a garbage grinder, or by burying as a fertilizing agent in one's own garden, or removed from the city prior to collections according to the collection schedule in Section 13.12.030, but kept for collection by the city through its street department, or contracted collector, shall be well drained, wrapped and placed into a container with a tight lid. The container shall not leak, shall not weigh more than sixty (60) pounds when filled, and shall be equipped with a handle or handles.

    B.

    All refuse not removed from the city prior to collections according to the collection schedule shall be placed into cans, baskets or other suitable containers, none of which shall be less than five gallons in capacity and none of which shall exceed thirty (30) gallons in capacity and sixty (60) pounds in weight when filled. Materials which cannot be placed into an approved container must be tied in bundles or placed in suitable cartons, all in such a manner that they will not be blown or scattered about. Larger objects of trash, not exceeding sixty (60) pounds in weight, may be placed on the ground provided that they are of such a nature that the collector can readily pick them up and carry them to the garbage truck.

    C.

    All garbage shall be placed at the curb not earlier than twelve (12) hours prior to the schedule date of collection. All containers shall be removed from the curb not later than twenty-four (24) hours after the date of collection.
