§ 2.08.040. Committees.

    Committee Appointments. At the organizational meeting, the mayor shall appoint three aldermen to each of the following committees:

    1.

    Finance;

    2.

    Public safety;

    3.

    Public works;

    4.

    Personnel.

    B.

    Committee Duties. Each named committee shall oversee and have direct jurisdiction over the areas designated.

    1.

    Finance Committee. Investments, garbage collection, budget development and review, taxation, sale and purchase of property, insurance, payment of bills, including unbudgeted items, policy development and code amendments, other related items;

    2.

    Public Safety Committee. Fire department, police department, emergency medical services, emergency government, lights, licenses, building inspection, policy developments and code amendments and other related items;

    3.

    Public Works Committee. Streets, sidewalks, sewer and grades, public buildings, public grounds, cemetery, policy development, code amendments and other related items;

    4.

    Personnel Committee. Interviews, negotiates salaries, recommend promotions and demotions, evaluations, work agreement, employee benefits, policy development, code amendments and other related items. This committee shall work uniformly with appointed members of the utility commission;

    5.

    Recreation Committee. The recreation committee shall consist of four members who are residents of the city of Juneau and who shall be appointed by the mayor and approved by the common council. The mayor shall also appoint one alderman who will chair the committee. These five members will have voting rights. The recreation director and the mayor shall be nonvoting members of this committee. The recreation committee shall have the general oversight of the various recreation programs sponsored by the city, and recreation department fundraising, and shall prepare an annual budget for recreation programs and parks capital expenditures for submission to the finance committee as part of the annual budget process.

    C.

    Committee Reports. Each committee chairperson shall at regularly scheduled council meetings, submit an oral or written report on all matters referred to it. Reports shall recommend definite action on each item and shall be properly reflected in committee minutes. Any committee may require any city officer or department head to confer with it and supply information in connection with any matter pending before it.
