§ 10.08.060. Parking, stopping and standing regulated.

  • A.

    If any vehicle is parked in violation of this section, the police department shall order it towed from the street or alley at the owner's risk, and towing charges shall be collected from the owner of the vehicle. A special permit, allowing the holder thereof to park a vehicle owned by him or under his control and supervision on a particularly described portion of the street or alley within the city during these hours, may be issued by either the police department or director of public works if the applicant thereof can show actual necessity for permission to so park. Such permit shall be displayed on the inner side of the windshield. All such special permits shall expire at the end of each twenty-four (24) hours.

    B.

    No Parking Anytime. There shall be no parking of any vehicle upon the following streets or portions of streets except subsections (B)(8), (B)(16) and (B)(31) of this section:

    1.

    On the south side of West Center Street;

    2.

    On east side of West Street;

    4.

    On the north side of East Oak Street from Depot Street eastward;

    5.

    On the south side of West North Street from Main Street to West Street;

    6.

    On the east side of North Main Street from Center Street to the first driveway to the north, and on the west side from Center Street to the first house to the north;

    7.

    On the east side of South Mill Street as designated by signs;

    8.

    There shall be no parking anytime on S. Mill Street between the north and south entrances/exits of Lincoln Drive;

    9.

    On the east side of North and South Depot Streets from East Oak Grove Street to East Center Street;

    10.

    On the west side of Fair Street from the public alley south and including the park entrance;

    11.

    On the north side of E. Oak Street beginning two hundred thirty-seven (237) feet east from its intersection with Miller Street and ending two hundred fifty-eight (258) feet east from its intersection with Miller Street;

    12.

    On both sides of E. Center Street from N. Main Street east to Miller Street;

    16.

    There shall be no parking on Lincoln Drive except for designated parking areas as marked;

    17.

    There shall be no parking on the north side of E. Center Street beginning with the eastern curb line of Miller Street and ending one hundred forty-seven (147) feet to the east. This area shall be designated for loading and unloading of handicapped persons only;

    18.

    There shall be no parking on the north side of E. Center Street from its intersection with N. Depot and ending two hundred seventy-five (275) feet to the east;

    19.

    There shall be no parking on the south side of W. Oak Grove Street within one hundred (100) feet from the S. Main Street curb-line going west on W. Oak Grove Street;

    20.

    There shall be no parking on the north side of W. Oak Grove Street within one hundred four (104) feet west of the S. Main Street curbline on W. Oak Grove Street;

    21.

    There shall be no parking on the south side of E. Oak Grove Street within one hundred sixteen (116) feet east of the S. Main Street curbline of S. Main Street;

    22.

    There shall be no parking on the north side of E. Oak Grove Street within eighty-seven (87) feet east of S. Main Street on E. Oak Grove Street;

    24.

    On the east side of North Main Street one thousand five hundred seventy-seven (1,577) feet north from its intersection with E. Center Street and ending one thousand six hundred ten (1,610) feet from its intersection with E. Center Street;

    26.

    There shall be no parking commencing ninety-six (96) feet on the east side of Miller Street from the intersection with E. Center Street ending at two hundred eighty-eight (288) feet;

    27.

    There shall be no parking on the west side of N. Main Street commencing fifty-two (52) feet south of the intersection of West Center Street and there shall be no parking commencing sixty (60) feet south on the east side of N. Main Street at the intersection of E. Center Street;

    28.

    On the west side of South Main Street commencing at the intersection of South Street and South Main Street proceeding to the south 70.87 feet;

    29.

    There shall be no parking commencing at the intersection of W. North Street and N. Main Street proceeding eighty (80) feet to the south on the west side of N. Main Street;

    30.

    There shall be no parking on West Center Street between N. Main Street and West Street;

    32.

    Both sides of South Street from S. Main Street westward to Arbor Drive;

    33.

    East side of the 100 blocks on North and South Hyland Street between E. Center Street and E. Oak Grove Street;

    34.

    Parking of Recreational Vehicles. It is unlawful for any person to park camping trailers, travel trailers, motor homes, boat trailers and boats, utility trailers and construction trailers on any city street for a period of more than forty-eight (48) hours, without pre-approval from the police department.

    a.

    The parking of unoccupied campers or motor homes in an accessory private garage building, or in a rear yard, is permitted provided no living quarters shall be maintained or any business practiced in any trailer while such trailer is parked and stored.

    b.

    No person shall occupy any camper or motor home as a residence in the City of Juneau;

    35.

    Both sides of South Street between S. Fairfield Avenue and S. Western Avenue;

    36.

    One parking stall on the east side of the 200 block on N. Main Street between the entrances of the parking lot located at 214 N. Main Street is now eliminated;

    37.

    Two parking stalls on the west side of N. Main Street commencing eighty-one (81) feet north from the intersection of W. North Street and N. Main Street consisting of fifty-five (55) feet and four inches in length to be designated as handicapped parking;

    38.

    The first parking stall on the south side of E. Oak Street commencing fifty-four (54) feet east from the intersection of S. Main Street and E. Oak Street to be designated as handicapped parking;

    39.

    On the east side of S. Mill Street two hundred thirty-three (233) feet of parking will be eliminated starting six hundred sixty (660) feet south of the intersection of E. Oak Grove Street and Mill Street;

    40.

    There shall be no parking on the west side of Industrial Road one hundred twelve (112) feet south from E. Cross Street;

    41.

    There shall be no parking on the east side of Industrial Road two hundred ninety (290) feet south from E. Cross Street;

    42.

    There shall be no parking on the south side of E. Cross Street four hundred ninety-five (495) feet west from Industrial Avenue;

    43.

    The fourth parking stall south from West Center on West Street next to the future crosswalk is to be designated as handicapped parking;

    44.

    There shall be no parking on the north side of E. Oak Grove Street thirty (30) feet west of the intersection of S. Depot Street;

    45.

    There shall be no parking on E. Cross Street east of S. Main Street sixty-six (66) feet on both the north and south side.

    C.

    Off-Street Parking Lots. No motor vehicle, trailer or object, driven, towed or carried to any municipal parking lot may be left in such parking lot for more than twenty-four (24) consecutive hours unless written permission is granted by the police department.

    D.

    Two-Hour Parking Limits. On the following streets a two-hour parking limit zone is established during the hours of nine a.m. to five p.m. on Monday, Tuesday, Wednesday, Thursday and Saturday; Friday from nine a.m. to nine p.m. It shall not apply to Sundays or holidays:

    South Main Street to Oak Grove Street

    North Main Street to Center Street

    Miller Street

    East Oak Street to Mill Street on the south side

    East Oak Street to Fair Street on the north side

    East Oak Street from Fair Street to Mill Street

    E.

    Winter Overnight Parking.

    1.

    Subject to subsection (E)(2) of this section, no person shall park any vehicle on any street in the city between two a.m. and six a.m. from November 15 to April 15 inclusive. Pursuant to this chapter, the police department shall cause official traffic signs to be erected on all state and county trunk highways at or reasonably near the corporation limits of the city informing the public of this section, and shall annually take additional suitable measures through the news media and otherwise to inform the public of this section.

    2.

    Exception. Section 10.04.070(E)(1) shall not apply to the following locations within the city: from the north entrance to the south entrance of Lincoln Drive.

    F.

    For the safety of school pupils, at all times when operating within the City of Juneau, the school bus driver shall activate red flashing warning lights while loading or unloading pupils, as required in Section 346(2)(a), as provided by Section 349.21, Wisconsin Statutes.

    G.

    Short Term Parking.

    1.

    The first parking stall on the east side of Miller Street south of its intersection with Center Street shall be ten-minute parking restriction.

    H.

    Dodgeland High School Parking Lot.

    1.

    No person shall park on the Dodgeland School District property except on the parking lot and in full compliance with this chapter.

    2.

    No student shall park on the Dodgeland School District property without a valid student parking permit during the hours of seven-thirty a.m. to three-thirty p.m. on Monday through Friday when school is in session.

    3.

    No motor vehicle, trailer or other object may be left on Dodgeland School District property for more than twenty-four (24) hours unless written permission is granted by the Dodgeland School District.

    4.

    Students, faculty and staff shall park in designated parking areas only. Students, faculty and staff shall not park in any areas designated as "Visitors Only" or areas designated as no parking areas.

    5.

    Students, faculty and staff parking permits shall be prominently displayed from the rear view mirror of the vehicle and readily observable from outside the vehicle.

    6.

    Any person violating this section shall be required to forfeit twenty dollars ($20.00) if the ticket is paid within three days of issuance; the forfeiture shall be thirty dollars ($30.00) if the citation is paid after the third day but before the tenth day. The forfeiture shall be forty dollars ($40.00) for all tickets not paid within ten days of issuance. The City of Juneau Police Department shall at the maximum time send out two notices to the registered owner to pay for the fine at which time should the registered owner not pay, an automatic suspension of their registration shall be filed with the Wisconsin Traffic Violation and Registration Program and that the cost of this suspension shall be sixty dollars ($60.00).

    I.

    Penalty Provision. Any person violating this section shall be required to forfeit twenty dollars ($20.00) if the ticket is paid within three days of issuance; the forfeiture shall be thirty dollars ($30.00) if the citation is paid after the third day but before the tenth day. The forfeiture shall be forty dollars ($40.00) for all tickets not paid within ten days of issuance. The City of Juneau Police Department shall at the maximum time send out two notices to the registered owner to pay for the fine at which time should the registered owner not pay, an automatic suspension of their registration shall be filed with the Wisconsin Traffic Violation and Registration Program and that the cost of this suspension shall be sixty dollars ($60.00).
