§ 13.08.080. Amount of sewer service charges.

    General Sewer Service—Metered. For all users except commercial/industrial users and significant industrial users, the following charges shall apply:

    1.

    Monthly Service Charge. The monthly service charge recovers portions of operations, maintenance, replacement, and capital costs as shown below:

    B.

    Commercial/Industrial Users.

    1.

    Monthly Service Charge—Same as general sewer service.

    2.

    Volume and Strength Charges. Each one thousand (1,000) gallons of sewage discharged into the sanitary sewer:

    3.

    Credit for Water Not Discharged into Sanitary Sewer. If, at the expense of the customer (see rules), the volume of waste not discharged into the sanitary sewerage system is determined, the customer will be given credit for the quantities of sewage so diverted from the sanitary sewer.

    C.

    Significant Industrial Users. Any customer that fits the definition of significant industrial user must fill out an application for wastewater discharge permit. If customer is deemed to have extraordinary discharge circumstances, a specific schedule of service rates may be created for that customer, if justified by an updated user charge study.

    D.

    Reassignment of Sewer Users. The proper approving authority will reassign sewer users into appropriate sewer service charge categories if wastewater sampling programs and other related information indicates a change of categories is necessary.

    No person shall transfer septic tank sludge or holding tank sludge into any disposal area or sewer manhole located on the Juneau Utilities System, or any system which ultimately receives treatment by the Juneau Wastewater Treatment Works unless a permit for disposal has been first obtained from the wastewater department. Written application for this permit shall be made to the proper approving authority and shall state the name and address of the applicant; the number of its disposal units; and the make, model and license number of each such unit. Permits shall be nontransferable except in the case of replacement of the disposal unit for which a permit shall have been originally issued. The permit may be obtained upon payment of a fee per vehicle per calendar year. The proper approving authority will designate the time and place of disposal.

    2.

    The proper approving authority may impose such conditions as it deems necessary on any permit granted.

    3.

    Any person or party disposing of septic tank or holding tank sludge agrees to carry public liability insurance in the amount not less than one million dollars ($1,000,000.00) to protect any and all persons or property from injury and/or damage caused in any way or manner by an act, or failure to act, by any of his employees. The person(s) shall furnish a certificate certifying such insurance to be in full force and effect.

    4.

    All materials disposed of into the treatment system shall be of domestic origin, or compatible pollutants only and the person(s) agrees that he will comply with the provisions of any and all applicable ordinances of the city of Juneau and shall not deposit or drain any gasoline, oil, acid, alkali, grease, rags, waste, volatile or inflammable liquids or other deleterious substances into any manhole nor allow any earth, sand or other solid material to pass into any part of the sewerage system.

    5.

    Persons with a permit for disposing of septic tank and/or holding tank sewage waste shall be charged according to a fee schedule adopted by the proper approving authority.
